ASBO New York Releases Report on Achieving Equity and Transparency in Schools

ALBANY, NY (09/12/2018) (readMedia)-- In advance of ASBO New York's 5th Annual School Finance Symposium on Tuesday, September 18th from 1-3 pm at the Albany Capital Center, we have earlier today released a paper that examines current practices in school level budgeting and state funding. Specifically, the paper looks at:

• Economic and student achievement outcomes.

• Strategic resource use in schools.

• The adequacy of state funding.

• Local control and the responsibility of boards of education to determine resources in schools.

• Transparency and communication with the public about school level financing.

• Compliance with new federal requirements for school districts to report school level spending under the Every Student Succeeds Act (ESSA), and

• What the results are for 76 school districts, which were required to report school level budgets this August to New York State.

"Both the state and federal governments now require school districts to report both budgeted funding for each school and actual expenditures, rather than for the district as a whole, which is currently the practice," stated Michael J. Borges, ASBO Executive Director.

"The paper and symposium are intended to begin a dialogue on the impact of these new reporting requirements on both state funding policies and school district level decision making," concluded Mr. Borges.
