Camp Smith-based 53rd Troop Command gets new top-enlisted leader during Sunday, May 15 ceremony

Command Sergeant Major Marc Maynard

CAMP SMITH TRAINING SITE, CORTLANDT MANOR, , NY (05/12/2022) (readMedia)-- New York Army National Guard Command Sgt. Major Marc Maynard, a Spencerport, New York resident, and a veteran of the Afghanistan and Iraq War, will become the top enlisted Soldier in the New York Army National Guard's 53rd Troop Command during an May 15 ceremony at Camp Smith Training Site.

Maynor will replace Command Sgt. Major Thomas Ciampolillo who is retiring after this assignment.

The 53rd Troop Command oversees about 4,000 of the New York Army National Guard's Soldiers in units located across the state.

WHO: CSM Marc Maynard, the incoming senior-enlisted advisor; CSM Thomas Ciampolillo, the outgoing senior-enlisted advisor; Brigadier General Joseph Biehler, the commander of 53rd Troop Command; and Major General Ray Shields, the Adjutant General of New York who will preside.

WHAT: A change of responsibility ceremony at Camp Smith Training Site. The outgoing sergeant major will transfer the unit colors to the incoming sergeant major signifying the change of responsibility from Ciampolillo to Maynor. The 53rd Troop Command command sergeant major is the chief advisor on enlisted Soldier promotion and training issues to the general who heads the command. The traditional military ceremony allows the Soldiers to see who they will follow in battle.

WHEN: 1 p.m. on Sunday, May 15, 2022.

WHERE: Camp Smith Training Site, Cortlandt Manor. Enter via main gate on Bear Mountain Road. Media are asked to arrive no later than 12:00 a.m. for escort and setup.

BACKGROUND

Command Sgt. Major Marc Maynard

Maynard, a Spencerport, N.Y., resident, began his military career in September of 1986 at Ft. Leonard Wood, Missouri. He served with the 3rd Infantry Division in Germany as a Bradley Fighting Vehicle Hull System Mechanic until 1988. After completing his tour of duty, he transferred into the National Guard and reclassified as an motor transport operator, 88M, in 1991.

He deployed with the 719th Transportation company to Kuwait and Iraq in support of Operation Iraqi Freedom. He deployed as a First Sergeant to Afghanistan in support of Operation Enduring Freedom. CSM Maynard also participated in several other New York state relief missions including Operation Ice, Operation Chipper, Operation Whiteout, and the joint force training Operation Northern Viking.

His previous assignments include CSM of the 642nd Aviation Support Battalion. The battalion was mobilized in support of recovery efforts for Hurricane Sandy in 2012. He served as the CSM of the 427th Brigade Support Battalion from 2013 to 2015 and then as the Regimental CSM for the 106th Regional Training Institute until October of 2020. During his time at the Regional Training Institute; Maynard deployed as the 27th Brigade CSM to Ukraine as part of the Joint Multinational Training Group – Ukraine. He is currently serving as the Brigade CSM for the 153rd Troop Command Brigade headquartered in Buffalo, N.Y. and was CSM of Operation Civil Unrest in Washington D.C., January 2021.

CSM Maynard is a graduate of the United States Army Sergeants Major Academy. He holds a bachelor's degree in Divinity from Northstar Bible Institute. He is the Electronics and Calibration Supervisor at Combined Maintenance Support Shop C in Rochester, N.Y. and resides in Spencerport with his lovely wife Sherry and two of their four children.

Command Sgt. Major Thomas Ciampolillo

Ciampolillo entered the New York Army National Guard in January 1980.

In May 1982 Ciampolillo enlisted in the United States Navy and completed Navy Boot Camp and Aviation Apprentice Training at Great Lakes, Illinois. Ciampolillo was discharged from the United States Navy 1986 and enlisted in the New York Army National Guard once again.

Ciampolillo has served in tank, air defense artillery, infantry and military police units during his career. He has served as command sergeant major for the 102nd Military Police Battalion, the 27th Infantry Brigade Combat Team, the Joint Multinational Training Group- Ukraine, and the 106th Regional Training Institute.

Ciampolillo deployed to Iraq in 2005 and served as the Non-Commissioned Officer in Charge of the 42nd Infantry Division Police Training Team in Samarra, Iraq. He also served as operations sergeant major for the 4th Iraqi Division military training team in Tikrit, Iraq.

In 2018 he deployed to Ukraine as the top enlisted Soldier for a 220-member New York Army National Guard team working with other NATO nations to train the Ukrainian Army.

Following the attacks of Sept. 11, 2001, Ciampolillo served as the battalion task force command sergeant major for a team providing security at New York City airports as part of Operation Noble Eagle.

His military education includes the Sergeant Majors Academy and the U.S. Army Service Support Course along with other military schools.

His awards include the Bronze Star, the Meritorious Service Medal, the National Defense Service Medal, the Naval Sea Service Deployment Ribbon, the Global War on Terrorism Expeditionary Medal, and the Combat Action Badge.

Ciampolillo retired from the Schenectady Police Department as a Detective.

Ciampolillo and his wife reside in Davenport, Florida. Ciampolillo has one daughter.

The 53rd Troop Command

Headquartered at Camp Smith Training Site in Peekskill, the 53rd Troop Command is one of two general officer major commands in the New York Army National Guard. The 53rd Troop Command is authorized just over 4,000 Soldiers and has units located across New York.

The 53rd Troop Command is comprised of combat support and combat service support units, like military police, signal, transportation, engineer, and logistics units.
