DiNapoli Refuses to Audit PPL's $11 Billion CDPAP Program, So Home Care Workers and Consumers Bring Documented Failures Directly to His Door
ALBANY, NY (05/27/2026) (readMedia)-- On Thursday, home care workers, consumers, and Comptroller candidate Drew Warshaw will deliver 'The People's Audit' to the office of New York State Comptroller Tom DiNapoli. As the Consumer Directed Personal Assistance Program (CDPAP) suffers under recent private equity control and DiNapoli refuses to conduct an audit, Caring Majority Rising will deliver a compilation of worker and consumer testimonials and documented failures from across the state, drawn from survey results and firsthand accounts of ongoing mismanagement and lack of payment.
DiNapoli has held the Comptroller's office for nearly 20 years and declined to audit PPL's administration of CDPAP in the year since the $11 billion program went into effect, despite the widespread, documented evidence of payment failures, consumer harm, and misuse of public Medicaid dollars. Home care workers and consumers are bringing that evidence directly to his door.
CDPAP is the Medicaid program that allows older and disabled New Yorkers to hire their own caregivers and remain in their homes and communities. One year into the transition to PPL, a private equity-backed company, at least 150,000 workers and 90,000 consumers have fled the program. Workers are paid late, underpaid, or not at all. Consumers are losing access to life-sustaining care. And the one official with the power and the mandate to follow the money and demand answers, Tom DiNapoli, has done nothing.
