Lawmakers, Advocates To Rally For Council Bill To Help 360K+ NYC Households Afford Critical Climate Upgrades

NEW YORK, NY (09/08/2026) (readMedia)-- Tomorrow, New York City Councilmembers and advocates will rally in support of Intro 1015, legislation that would save co-op and apartment owners tens of thousands of dollars on necessary climate upgrades to their buildings. The group will unveil a new report showing the new and improved J-51 tax abatement program would expand eligibility to over 360,000 homeowners through 2036, ensuring low- and middle-income New Yorkers save money as they make upgrades to their homes and comply with Local Law 97 (LL 97).

New York City's aging, inefficient buildings are the city's largest source of greenhouse gas emissions and biggest contributor to climate change, which is why LL 97 requires buildings to make energy efficient upgrades and cut emissions. The J-51 tax abatement will make it more affordable for co-op boards and building owners to invest in healthier, more energy-efficient upgrades, so that residents can live in healthier, affordable homes that comply with LL 97. State lawmakers already approved the J-51 tax abatement expansion, which means it's up to the Council to deliver this important support for New Yorkers in need!

During the rally, advocates will also share a new, interactive tool that New Yorkers can use to see whether their building is eligible for the J-51 tax abatement program.
