Nature of Misconduct: Unethical and unprofessional conduct; engaging in conduct with a patient which is sexual or may reasonably be interpreted by the patient as sexual.

Action Taken: Dr. Friedmann's license is conditioned and restricted as follows:

1. She is reprimanded.

2. She shall not engage in conduct with a patient which is sexual or may reasonably be interpreted as sexual by the patient.

3. She shall complete, within six months, a pre-approved boundaries course. Upon completion of the course, she shall submit for Committee approval a paper detailing what she learned in the course.

4. She shall obtain a pre-approved supervising physician who shall submit quarterly reports to the Board.

5. She shall meet quarterly with a designated Board member.

6. She shall pay a $10,000 civil penalty.

7. This Order shall remain in effect for a minimum of two years.

Action Taken: Dr. Wycoff's license is suspended as follows:

1. The stay of suspension, set forth in the Stipulation and Order dated July 10, 2010, is removed and her license to practice medicine and surgery in Minnesota is suspended.

2. Her license is suspended until the Board makes a final determination. During the suspension, she shall not practice medicine and surgery in Minnesota.
