Action Taken: Dr. Abrams' license is suspended. The suspension is stayed contingent upon his compliance with the following:

1. He is reprimanded.

2. He shall participate in the Health Professionals Services Program (HPSP) and fully comply with all terms and conditions of his HPSP Participation Agreement and Monitoring Plan, including any modifications resulting from this Order. Failure to comply with the HPSP Monitoring Plan, including any modifications, shall constitute a violation of this Order.

3. He shall not prescribe, dispense, or administer any prescription drug or drug sample for his own use or for his family members' use.

4. He shall sign releases allowing the Board to obtain all medical, mental health, and chemical dependency records.

5. He may petition for reinstatement of an unconditional license no sooner than three years from the date of this Order and upon submission of satisfactory proof of at least three years of documented, uninterrupted recovery.

1. He shall refrain from obstetrical practice unless and until he completes a practice skills assessment at the Center for Personalized Education for Physicians (CPEP), or a comparable, pre-approved assessment program, regarding the management of obstetrics and gynecology cases.

2. He may petition for reinstatement of an unconditional license upon submission of satisfactory evidence that he has successfully completed the pre-approved CPEP assessment or comparable assessment program, and he shall meet with the Committee to discuss his petition.

1. Her license is indefinitely suspended.

2. During the suspension, she shall not practice as a physician in Minnesota.

3. She may petition for reinstatement of her license upon submission of satisfactory evidence that she is fit and competent to resume practice with reasonable skill and safety to patients, including written statements from all treating health professionals that she is fit and competent to resume practice and evidence demonstrating a minimum of three years of uninterrupted sobriety.

4. She shall sign releases allowing the Board access to all her treatment records.

5. Upon petitioning for reinstatement, she shall appear before the Complaint Review Committee to discuss her petition.

1. She shall practice in a pre-approved group setting.

2. Her practice shall be limited to a maximum of 32 hours per week, including call schedule.

3. She may petition for an increase in her practice hours no sooner than one year after resuming practice.

4. She shall obtain a pre-approved, on-site supervising physician who shall submit quarterly reports to the Board.

5. She shall maintain a daily log of all controlled substance prescriptions, which shall be available for monthly review by her supervising physician and quarterly review by her designated Board member.

6. She shall meet quarterly with a designated Board member.

7. She is prohibited from supervising other licensed or unlicensed health care professionals.

8. Six months after resuming practice, she shall undergo an audit of her practice.

9. She may petition for reinstatement of an unconditional license no sooner than two years after resuming practice.
