NYISO Markets Open to Behind-the-Meter Generation Resources
RENSSELAER, NY (05/23/2016)(readMedia)-- Consistent with New York's Reforming the Energy Vision (REV) initiative, the New York Independent System Operator (NYISO) today announced new market rules that will enable certain on-site generation resources to participate in New York's wholesale electricity markets.
The changes in NYISO's federal tariff will help promote distributed generation, strengthen system resiliency, and improve grid reliability and operational flexibility.
Generators known as Behind-the-Meter Net Generation Resources primarily serve a host facility's power needs and have generation capability left over after serving the on-site load. The new tariff provisions will allow resources that meet certain specifications to sell that excess power to the NYISO's wholesale energy, capacity and ancillary service markets.
The NYISO estimates the new rules could introduce more than 100 megawatts (MW) of capacity into the wholesale market. Qualified resources must have a nameplate rating of at least 2 MW, a valid interconnection agreement allowing for the export of at least 1 MW, and sufficient metering infrastructure. Each resource also must meet applicable New York State Department of Environment Conservation requirements to operate in non-emergency conditions.
