OGS Announces Upcoming Construction Opportunities

New York State Office of General Services (OGS) Commissioner John C. Egan today announced bidding for 22 construction contracts representing more than $4.8 million in construction. Once awarded, the contracts will provide work in nine New York State counties.

Title Provide Cityscape Complex

Project Description The New York State Office of General Services Design and Construction Group (OGS D&C) is seeking Letters of Interest from qualified engineering or architectural firms to provide design and construction phase services for a Cityscape Complex at the State Preparedness Training Center (SPTC) at the Oneida County Facility for the Office of Homeland Security.

The Work may include, but not be limited to, the conversion of an existing 31,500 square foot aircraft maintenance hangar at the SPTC to a cityscape complex including simulations of real-world scenarios for first responder training, such as law enforcement exercises, search and rescue operations and various natural/man-made disaster scenarios; which would occur in a typical downtown setting with realistic facades and interior spaces. Adding to the variety of venues and also providing training in inclement weather and simulation of night time operations.

Other space requirements include classrooms, office areas, operational control and monitoring areas, and toilet facilities. Infrastructure improvements will entail upgrades to water system, sanitary system and storm water system.

The selected firm will be familiar with training/simulation systems such as CCTV, lighting systems, audio system, simulated and actual fire alarms, and simulate smoke systems. Site work will include, but not be limited to; providing a real-world urban streetscape including paved roadways and sidewalks; working traffic signals; and a functioning fire hydrant and sanitary system. The current construction estimate is $7 million.

The firm will provide investigations and full design services for civil, landscape, architectural, structural, electrical and mechanical work. The work will also require the review of reports and studies produced by others.

The firm will be required to provide hazardous materials investigations and design services for the remediation/removal of such materials as part of the work of this contract.

The design services would include the development of construction documents through construction phase services including as-built documentation. Designs will incorporate sustainability concepts utilizing simple and durable materials and construction techniques in compliance with the Governor's Executive Order 111.

The New York State Office of General Services (OGS) provides a broad range of support services that facilitate the operations of state government, and assists local governments, public authorities, public and private agencies. The OGS Design and Construction Group provide a full range of architectural, engineering and construction management services to state agencies.

The OGS Design and Construction Group also selects qualified consultants to provide diversified services. These services may include: architectural and engineering design, land surveying, construction management, hazardous materials sampling, and materials testing.

The Office of General Services requires the participation of Minority and Women-Owned Businesses in its procurements.
