Insurance Frauds Bureau Appointments Announced

NEW YORK, NY (11/15/2007; 1027)(readMedia)-- Superintendent Eric R. Dinallo today announced the appointments of Frank Orlando as Director of the New York State Insurance Department’s Insurance Frauds Bureau and Angelo M. Carbone as Deputy Director.

“I am pleased to announce the appointments of Mr. Orlando and Mr. Carbone because they bring extensive law enforcement experience to the Department. We are fortunate to have individuals of their caliber lead our aggressive efforts to protect the interests of New York State’s consumers and businesses by combating all forms of insurance fraud,” Superintendent Dinallo said.

As Director, Mr. Orlando will oversee all operations of the Frauds Bureau, which is staffed by investigators and support personnel at seven locations across the State. The Bureau is responsible for investigating cases of suspected fraud and mounting vigorous anti-fraud activities. Bureau personnel work closely with other state, federal and local law enforcement agencies and prosecutors.

Prior to joining the Insurance Department, Mr. Orlando served with the Office of the New York State Attorney General, where he was Deputy Chief of the Auto Insurance Fraud Unit and previously a Supervising Investigator. He served for 20 years with the New York City Police Department, where he was assigned to the Intelligence Division Dignitary Protection Unit/Threat Assessment Unit and the Department’s Organized Crime Control and Internal Affairs Bureaus. He graduated from Saint Joseph’s College with a degree in Organizational Management.

Deputy Director Carbone has conducted numerous fraud investigations and undercover operations as an Investigator with the Bureau since 2005. He previously served with the New York City Police Department for 20 years. As Commanding Officer of NYPD’s Fraudulent Accident Investigation Squad-South, he led investigations into all aspects of insurance fraud, including no-fault claims, staged accident rings and identify theft cases. He attended Stony Brook University.
