Project Number Title Replace Emergency Power Generation System, Empire State Plaza, Albany, New York Project Description The New York State Office of General Services (OGS) Design & Construction (D&C), intends to contract with Engineering firm(s) to replace the emergency power system serving the Empire State Plaza, A. E. Smith Building, and State Capitol. The system presently consists of two 3.1 MVA Morse-Fairbanks generators, approximately 40 years old, with appurtenant switchgear located in the Sheridan Avenue Steam Plant. Power, at 13.8 KV is fed from the generators to the Plaza, A.E. Smith, and Capitol through 2- 350 kcmil paper-in-lead cable feeders. Liquid filled transformers at the facilities reduce the voltage to 480Y277 volts to power emergency lighting, power, and optional standby power systems through emergency switchboards. In a power outage, automatic transfer switches, located in the buildings, signal the generators via a 135VDC generator start circuit, and operate when the emergency power becomes available.
The New York State Office of General Services (OGS) provides a broad range of support services that facilitate the operations of State government, and assists local governments, public authorities, public and private agencies. OGS offers numerous services to clients throughout the Empire State, including property management, design and construction, procurement, and various support services. The OGS Design and Construction Group provide a full range of architectural, engineering and construction management services to state agencies.
The OGS Design and Construction Group also selects qualified consultants to provide diversified services. These services may include: architectural and engineering design, land surveying, construction management, hazardous materials sampling, and materials testing.
The Office of General Services requires the participation of Minority and Women-Owned Businesses in its procurements. Accordingly, the Commissioner of General Services requires that Minority and Women-Owned Business Enterprises (M/WBEs) and minority and women employees are given the opportunity to participate in the OGS procurement and construction programs.
