DELHI, NY (01/07/2010)(readMedia)-- The Delaware County Fair Grounds, in Walton New York, will be transformed into a celebration of winter in true Western Catskills style with onset of the 1st annual Winter Festival, January 23, 2010, 8 am to 5 pm.
