Lawmakers, Advocates Urge Gov. Hochul to Deliver on Affordability Promise for NYers By Repealing 100-Foot Rule
Governor Hochul has until Dec. 19 to sign legislation that would help struggling families by ending an outdated rule costing New Yorkers nearly $600M on their energy bills every year; Repealing the "100-foot rule" is the last chance to deliver relief for New Yorkers after Governor delayed All-Electric Building Law, other energy affordability programs
ALBANY, NY (12/10/2025) (readMedia)-- On Thursday, more than two hundred New Yorkers will rally at the Capitol to urge Governor Hochul to deliver relief for everyday people by signing A8888 / S8417, legislation that would end the costly "100-foot rule". The legislation was sent to the Governor's desk on Monday, meaning she has until December 19 to sign it into law and stop utilities from costing New Yorkers nearly $600 million on their energy bills every year. After delaying the All-Electric Building Act and cutting other energy affordability programs, repealing the 100-foot rule is the last chance this year for Governor Hochul to save New Yorkers money on their energy bills and rein in utilities' spending on unnecessary gas pipelines.

Already, 1 in 4 New Yorkers are struggling to afford their energy bills - while the Trump administration continues to cut clean energy and energy affordability programs that help families get by. The 100-foot rule is making this crisis worse by allowing utilities to charge New Yorkers more on their energy bills to expand an antiquated, polluting gas system that is already too expensive. Thankfully, Governor Hochul is considering signing the bill - now, she can deliver on her promise to save families money and hold utilities accountable by repealing this handout.
The rally will cap off a series of press conferences across the state urging the Governor to sign the legislation before the end of this year. Attendees from across New York will highlight their sky-high energy bills utilizing a large colorful map of utility territories and urge the Governor to save them money while creating a cleaner, more affordable energy future.
