LATHAM, NEW YORK (09/08/2022) (readMedia)-- New York Army National Guard Lt. Col. Paul A. Mulligan, an East Greenbush resident and a veteran of the wars in Iraq and Afghanistan, will take command of the 101st Expeditionary Signal Brigade during a ceremony at Camp Smith Training site near Peekskill in the Hudson Valley on Saturday, Sept. 10.
Mulligan, who works full-time for the New York National Guard as the deputy director of information technology, will replace Lt. Col. Michael Hastings, who lives in Mechanicville, in the position.
The 101st Expeditionary Signal Battalion is headquartered in Yonkers and has companies in Peekskill and Orangeburg.
The battalion provides communication capabilities to theater commanders during wartime and also supports New York State during state emergencies.
Known as an ESB, for short, the battalion manages satellite communications and information systems support to combat forces. The support includes network operations and management of the electromagnetic spectrum.
The Soldiers design, install, maintain, and manage information networks; to include communications links, computers, and other components of local and wide area networks.
Mulligan enlisted in the New York Army National Guard in May of 1999 and served as a Combat Medic, with Charlie Company, 2-108th Infantry Battalion. He later commissioned in the Signal Corps on May 18, 2003.
His past assignments include signal officer for the 642d Military Intelligence Battalion; Executive Officer for the 42d Infantry Division Network Support Company, signal company commander; Network Operations Officer and deputy signal officer for the 42d Infantry Division; and the Deputy Chief Information Officer for Joint Force Headquarters – New York.
Mulligan is a graduate of Siena College, where he majored in Computer Science, and a minored in Psychology. He is currently completing studies for his Masters in Cybersecurity from Excelsior University.
His military education includes Signal Officer Basic Course, Captains Career Course, and the Command and General Staff College.
Mulligan's awards include Bronze Star Medal, Meritorious Service Medal, the Iraq Campaign Medal, the Afghanistan Campaign Medal, NATO Medal and the National Defense Service Medal.
He has also earned the German Armed Forces Badge, and the Bronze Order of Mercury, an award recognizing Signal Corps leader.
Hastings, who recently returned from a deployment to the Middle East with the 42nd Infantry Division, is also a veteran of the Afghan War.
In civilian life, Hastings has held vice president positions in Information Technology, Cyber Security and Risk Management at Bank of America and Berkshire Bank Corp.
Hastings joined the New York Army National Guard in 2009 and has served as a battalion mortar platoon Leader and rifle company executive office, as well as in a number of communications positions.
Hastings' awards include the Meritorious Service Medal, Afghanistan Campaign Medal, Global War on Terrorism Campaign Medal, Army Commendation Medal, National Defense Service Medal, and the Overseas Service Ribbon.
Hastings holds a master's in business administration in Technology and Management from Rensselaer Polytechnic Institute and is a Certified Information Systems Security Professional.
