NYSDOT Announces Recommendations For Federal Grant Awards For Accessible Buses

$11.3 Million Will Provide Transportation for New York's Seniors and Individuals with Disabilities

ALBANY, NY (05/17/2013)(readMedia)-- New York State Department of Transportation (NYSDOT) Commissioner Joan McDonald today announced recommendations for $11.3 million in federal grant funding for local agencies to purchase 248 accessible vehicles to transport elderly individuals and individuals with disabilities. NYSDOT, which administers the funding program on behalf of the Federal Transit Administration (FTA), submitted 111 grant recommendations to the FTA for approval.

"This program provides mobility to the elderly and individuals with disabilities who cannot access traditional public transportation," Commissioner McDonald said. "The program also boosts the state's economy, since several of the vehicles approved for purchase are manufactured and sold in upstate New York, providing well-paying jobs in communities including Penn Yan and Canandaigua."

NYSDOT has administered funding through the FTA Elderly Individuals and Individuals with Dishabilles Program – known as the Section 5310 Program – since 1974. The program has provided more than $195 million in grant funding opportunities in New York, helping to purchase approximately 4,300 vehicles. Those vehicles provide more than 1.8 million trips annually for seniors and individuals with disabilities in New York State.

Program funds cover 80 percent of the purchase cost of accessible vehicles; grant recipients are required to contribute the remaining 20 percent. In anticipation of grant project approval from FTA, NYSDOT is notifying applicants about the projects selected for funding.

The program is open to private, non-profit organizations incorporated within New York State and public bodies that certify that no non-profit corporations are readily available to provide services to elderly individuals and individuals with disabilities and none are approved to coordinate these services.

Grant proposal evaluations are performed by the State's Interagency Review Committee, consisting of representatives from: NYSDOT; Metropolitan Planning Organizations (if applicable); the State Office for the Aging; the State Department of Health; the State Office of Mental Health; the State Office for People With Developmental Disabilities; the State Office of Alcoholism and Substance Abuse Services; the State Commission on Quality of Care and Advocacy for Persons with Disabilities; and the State Education Department's Adult Career & Continuing Education Services.

Vehicle deliveries will begin this year following the FTA's approval of the grant recommendations. Funding recipients are required to submit semi-annual reports that demonstrate that the vehicles are being used for their intended purpose. NYSDOT officials also conduct site visits to ensure appropriate vehicle use.
