NYSDOT Issues Draft Statewide Transportation Improvement Program (STIP)
Public Comment Period Extends Through August
ALBANY, NY (08/03/2010)(readMedia)-- New York State Department of Transportation (NYSDOT) Acting Commissioner Stanley Gee announced today that the draft Statewide Transportation Improvement Program (STIP) for federal fiscal years 2011 through 2014 is available for review. Pursuant to the federal requirement, the document provides a comprehensive list of all federally funded highway and transit projects, which for the four-year period totals more than an estimated $4.2 billion in federal funds.
"The Statewide Transportation Improvement Plan is a key planning and programming tool for projects that rely on federal funding, and it is important that interested parties have the chance to review and ask questions about the document," Commissioner Gee said. "Improving New York's transportation infrastructure is a priority for Governor Paterson, and securing federal funding is an important step in that process."
The STIP contains all regional transportation improvement programs and is compiled generally every two years by NYSDOT and the State's 13 metropolitan planning organizations (MPO). All federally funded projects planned for federal fiscal years 2011 through 2014 are included in the draft STIP update.
This is a partial STIP update, as allowed under federal regulations, reflecting new TIPs for all MPOs with the exception of the New York Metropolitan Transportation Council (NYMTC), as NYMTC is still developing and has not yet submitted its TIP update. However, the New York Metropolitan Transportation Council will be able to use the last year (2011) of its existing Transportation Improvement Program, as amended, until its TIP and STIP updates are completed. It is expected that when NYMTC approves its TIP for FFY 2011-15 at a later date, it will be amended into the STIP.
The partial STIP update is being progressed for approval by October, 1, 2010, and therefore will include a total of $4.2 billion in planned federal funded projects, with more than $3.2 billion in federal highway funds, and $533.5 million in federal transit funds. Another $445 million in non-fiscally constrained federal projects are also included for this partial STIP update. With state and local matching funds added, the total funding exceeds $5.2 million worth of transportation projects planned.
The draft STIP will be available for public review and comment for 30 days, from August 3 through September 1, 2010. Hard copies are available for review during normal business hours at any of NYSDOT's 11 regional offices, or at any of the 13 MPO offices (list follows). Due to budgetary constraints, the Department is not able to provide printed copies for requesters. To accommodate the need for public viewing, the draft STIP is also available on the
NYSDOT Web site at: https://www.nysdot.gov/programs/stip.
Comments regarding the draft STIP can be submitted on-line or in writing to: New York State Department of Transportation, Policy and Planning Division, Office of Policy, Planning and Performance, 50 Wolf Road, 6th Floor, Albany, NY 12232.
NYSDOT will address comments received on the draft STIP in preparing its submission to the Federal Highway Administration and the Federal Transit Administration for review and approval. The draft STIP is expected to be submitted in September for final approval by October 1, 2010.
