New Yorkers Urge Assembly To Pass NY HEAT Compromise Bill Before End of Session

Legislation introduced by sponsors of NY HEAT Act would address concerns from some Assembly Members while still protecting NYers from unaffordable rate hikes

ALBANY, NY (06/10/2025) (readMedia)-- Today, the Senate introduced S8421, or the Customer Savings and Reliability Act (CSRA), as a compromise to pass critical elements of the NY HEAT Act. The Assembly is expected to introduce the same bill this week, giving the Assembly time before the end of session to pass legislation that would address unaffordable energy bills. In response, Jessica Azulay, Executive Director at Alliance for a Green Economy (AGREE) and Liz Moran, New York Policy Advocate at Earthjustice issued the following statement:

"Lawmakers asked for a compromise on NY HEAT - this bill delivers it. The newly-introduced CSRA responds to concerns from Assembly Members by adopting a regional approach that still addresses the rate hikes making life unaffordable for families across the state. It also takes a more democratic approach by giving local communities more say and requiring the majority of affected customers on a gas line to approve before transitioning to cleaner, more affordable energy sources. This is a real opportunity to save New Yorkers money on their bills, and it is our last chance to pass legislation before lawmakers go home for the summer. It's time for the Assembly to finish the job, and pass this critical legislation before the end of session."
