BINGHAMTON, NY (05/24/2012)(readMedia)-- Latham resident and State University of New York, Binghamton student Charles Rapp, who has been serving in the New York Army National Guard's 204th Engineer Battalion, has been commissioned as a 2nd Lieutenant in the United States Army.
Rapp, who graduated with a Bachelors of Arts Degrees in Geography, was commissioned as an Artillery Officer on May 19. He will attend Artillery Officer Basic and then service on Active Duty.
While enrolled in the Reserve Officer Training Corps program at SUNY Binghamton, Rapp served in the New York Army National Guard under the ROTC's Simultaneous Membership Program.
The SMP program allows ROTC cadets to serve in the Army National Guard or Reserve while earning their commission as an officer. Rapp was assigned to the staff of the Binghamton Based 204th Engineer Battalion of the New York Army National Guard.
