After years of advocacy, Albany lawmakers finally passed bill to repeal the outdated "100-foot rule" which forces everyday NYers to pay for expansion of fracked gas system; Repeal of "100-foot rule" will save families from increasing utility profits and new pipelines supercharging climate change - now Governor must sign the bill into law without delay

ALBANY, NY (07/23/2025) (readMedia)-- Today, more than 140 organizations representing tens of thousands of New Yorkers statewide sent a letter to Governor Hochul urging her to sign the repeal of the "100-foot rule," a hidden charge on families' energy bills that forces them to pay for new fracked gas pipelines and corporate utility profits. Ending the 100-foot rule would save New Yorkers an estimated $200 million every year on their gas bills and ease the transition to cleaner, more affordable energy.

Governor Hochul has publicly committed to ending the 100-foot rule two separate times in her budget proposals, and now she can deliver on that commitment by signing this bill into law.

Repealing the 100-foot rule is the only major action Albany lawmakers took this session to address New York's dual energy affordability and climate crises, and the single most significant step Albany took to help New Yorkers struggling to afford their energy bills. By signing this bill, Governor Hochul can end the outdated mandate that forces New Yorkers to continue paying higher energy bills to prop up New York's dirty fracked gas infrastructure.

In the letter, advocates write, "At a time when New Yorkers are bearing the brunt of unprecedented impacts of the warming atmosphere including higher energy bills, heat waves, fires and smoke, flooding and tornadoes, signing this legislation to curb energy rate hikes and lower our climate pollution could not be more critical." The letter also states that ending the mandate would "level the playing field for... cleaner, modern technologies." Read the full letter here.
