ACEC/PA is Honored to Present Sandra Loy-Bell The 19th Annual Distinguished Award of Merit at Diamond Awards Gala

Harrisburg, PA – The Distinguished Award of Merit recognizes an individual in the engineering profession who has made an outstanding contribution to the advancement of the consulting engineering profession and service to the American Council of Engineering Companies of Pennsylvania (ACEC/PA).

Sandra (Sandi) Loy Bell has been an outstanding member of the engineering community for more than 20 years. She is currently CEO of SKELLY and LOY (and has been for 18 years), a privately-owned Mid?Atlantic environmental and engineering consulting firm based in Harrisburg. With more than 150 employees, SKELLY and LOY is celebrating its 45th year in business.

Ms. Bell is responsible for strategic planning, directing, and supervising all firm activities, as well as ensuring the technical quality and on time delivery of all SKELLY and LOY products. She directs all business development programs, overseeing the Marketing Department, and is responsible for implementing the firm's yearly Business and Strategic Action Plan, ensuring the firm's continued growth.

Ms. Bell's affiliation with ACEC/PA began in 1979, when her father Bud joined the organization. Ms. Bell served as the Public Relations Committee Chair from 1994 to 1998. She was elected to the ACEC/PA Board as secretary in 1998 and served as treasurer, vice president, president?elect, president (2002?2003), and past President. She was the first and only woman as well as non?engineer to be elected president of ACEC/PA, and she has also been a long-time member of the Transportation and Business Practices Committees.

Ms. Bell also serves the community in many ways, including serving as a past board member of the Whitaker Center for the Performing Arts; current board member of the Pennsylvania State System of Higher Education (PASSHE) Foundation; past member of the Harrisburg Area Community College (HACC) Scholarship Foundation Committee; past president and board member for the Capital Region Big Brothers/Big Sisters including Co?Chair of Bowl for Kids Sake; past board member of the Harrisburg Rotary; active member of the Camp Hill Lions Club; and past board chair of the Harrisburg Regional Chamber of Commerce as well as five years on the Operations Committee. During her term, the Chamber Business Women program was initiated. Ms. Bell also donates both her time and money to many local and global charities.

The 2015 Distinguished Award of Merit was presented to Sandra Loy-Bell at the 2015 ACEC/PA Diamond Awards Banquet on March 2, 2015 at The Hershey Lodge, Hershey, PA.
