For the Human Resources team that is charged with employee recruitment for Fidelis Care, it's been a perplexing dilemma - particularly during a time of economic uncertainty - that many of these openings have been hard to fill with qualified candidates.

While many companies downsized and laid off staff during the recent recession, Fidelis Care expanded the number of counties served to 59, increased the size of its workforce to more than 1,500, and more than doubled its membership from 350,000 in December 2007, to over 745,000 today.
