SPRINGFIELD, IL (07/13/2011)(readMedia)-- Maj. Gen. William L. Enyart of Springfield, The Adjutant General of the Illinois National Guard, swears Capt. Tom Banning of Glen Carbon, an officer with Joint Forces Headquarters in Springfield; 1st Lt. Kelly Phelps of Springfield, an officer with Headquarters and Headquarters Company, 33rd Brigade Combat Team in Urbana; and 1st Lt. Kenya McCarter of Chicago, an officer with the 404th Maneuver Enhancement Brigade in Chicago, into the Illinois Army National Guard's Judge Advocate General's (JAG) Corps, July 13 at Camp Lincoln in Springfield. Prior to joining the JAG Corps Banning was an infantryman in the Illinois Army Guard, Phelps was an avionics technician in the Marine Corps and McCarter was a gunner's mate in the Navy.
