Harrisburg, PA - The Client of Distinction Award recognizes those public and private sector individuals or groups of individuals who make outstanding contributions to advancing and growing the consulting engineering profession. These clients exercise fair business practices, provide visionary approaches and practices toward team building, serve to influence on important issues, and avail themselves to the American Council of Engineering Companies of Pennsylvania (ACEC/PA) member firms for their engineering challenges.
ACEC/PA has announced that the Montgomery County Commissioners were selected to receive the 2015 Client of Distinction Award, which was presented at the ACEC/PA Annual Diamond Awards for Engineering Excellence Gala last night.
Montgomery County has continuously exercised fair business practices when contracting for engineering contracts. The County values transparency and efficient use of tax payer funding. It utilizes an online web-based system to post RFPs and sends RFPs via email to registered contacts.
The Commissioners offer ample opportunities for various firms to work with Montgomery County. The County issues multiple RFPs for various phases of the same project to ensure that the most qualified firms and most cost-effective approach is received for each work effort.
County officials take the time to have pre-bid meetings and to provide straightforward answers regarding their requested services. The County's staff understands the project dynamics and the need for adjustments to scopes of work and costs as changes occur. At the same time, Montgomery County is flexible enough to not let contract issues delay projects.
It is understood that a "team effort" is needed in order to improve its existing infrastructure, as well as to build new facilities. All Montgomery County Departments work collaboratively with local municipalities and regional agencies to problem solve for the good of the community.
All available funding sources are utilized to support the County's programs. This approach to utilize funding sources such as Act 13 (Marcellus Shale) and Act 89 allows important transportation projects to be completed without affecting other County program funding.
ACEC/PA firms are regularly utilized in numerous aspects of the County's business. ACEC/PA firms have provided services for the County in areas such as: long-range planning efforts for the Planning Commission, design and construction management for the Parks and Trails Division, engineering and inspections for the Roads and Bridges Department, and consulting services for the many County-owned buildings.
Montgomery County frequently holds meetings with a wide spectrum of ACEC/PA firms to inform them of upcoming projects and the future services needed by the County. This allows ACEC/PA firms to align themselves best with Montgomery County's needs while managing our project commitments in organized and cost-effective ways.
