NYACS opposes Local Law E because:
- It won't work. Flavored product would remain readily accessible to Albany County adult smokers by crossing county lines or ordering online. It would only succeed in driving business away from responsible Albany County retailers -- and squandering county sales tax revenue in the process.
- It imposes a redundant retail license requirement. Stores that sell tobacco already must pay $300 a year for a state retail tobacco license. Local Law E would force them to also get a county retail tobacco license at an additional $250 fee.
